TAGBILARAN CITY, Philippines?Bohol has become off limits to Hayden Kho, whose videotaped sexual trysts with several women spread on the Internet, after the provincial board unanimously adopted a resolution declaring him ?persona non grata.?

?We hereby manifest that we detest Mr. Kho?s presence and he is not welcome to set foot on Bohol?s soil,? declared the resolution, which was passed Tuesday amid talk that Kho was planning to cool off in Bohol.

Board members said the resolution expressed ?utmost condemnation? of Kho?s sexual exploitation of starlet Katrina Halili and other women.

The board adopted another resolution asking Congress to quickly pass a law to stop the use of the Internet and other forms of communications technology to exploit women and children.

Aster Apalisok-Piollo, chair of the board?s committee on women and family affairs, sponsored the resolutions.

Vice Governor Julius Caesar Herrera, who presided over the board session, said the resolution to ban Kho was in anticipation of a possible vacation by the controversial doctor on the island known for its excellent diving sites.

?We have heard unconfirmed reports that he would be coming here to cool off,? he said.

Herrera said the resolution would also prevent Kho from bringing his sexual exploits to the island.

What Kho did, the resolution said, was ?highly unethical and dishonorable, to say the least, and more bestial than human, obviously unbecoming of a supposed professional.?

It said Kho made a mockery of the medical profession?s Code of Ethics and laws governing the medical practice.

It noted reports that President Gloria Macapagal-Arroyo herself was appalled by the sex videos.

?Boholanos and Filipinos, known for our religious fervor and values, see this as an affront to our collective spirituality and culture, for our province in particular, and our country in general,? the resolution read.
