MANILA, Philippines?The National Council for Children?s Television (NCCT), through Bantay TV, receives complaints about TV content that are toxic for kids via text, consumer hotlines and the Net.

Complaints are evaluated by the NCCT Review Panel, composed of the Advisory Committee members, for validity.

The committee consists of the heads of the following agencies, or their representatives: Movie and Television Review and Classification Board (MTRCB); Kapisanan ng mga Brodkaster ng Pilipinas (KBP); Philippine Association of National Advertisers (Pana); and Department of Education (DepED);

Council for the Welfare of Children (CWC); National Commission for Culture and the Arts (NCCA); National Telecommunications Commission (NTC); and the Philippine Information Agency (PIA).

If found meritorious, the complaints?with the corresponding evaluation and recommendations of the review panel?are referred to the concerned agency.

Complaints against television shows and movies are referred to MTRCB while those made against advertisers go to Pana. These agencies are mandated to perform regulatory functions over the networks, advertising agencies and movie production outfits. They also have sanctioning powers, which NCCT does not have.
