MANILA, Philippines—How does one dress up for an afternoon tea party? Especially if the highlight is a fashion show in the posh Makati Shangri-La?

A long printed dress can be as chic as an all-black ensemble accented by a graphic statement bag. And no matter that it’s summer (in the West, at least), now is the best time to slip into a pair of boots, with the city’s rains and flooded streets.
