The victim or the victim?s spouse, parents or legal guardians, siblings, children, or any person who has personal knowledge of the offense.

Penalties
Life imprisonment and a fine up to P5M if victim is a child, if the victim died or incurred HIV AIDS, or if the offender is related to the victim or is a member of any of the law enforcement units of government. Six months of community service and a fine of P50,000 for the first offense and P100,000 for the second and succeeding offenses for any person who patronizes, uses, buys, or engages the services of the victim.
